This is one I can answer. There may be simpler ways to do it, but I just open my .mp3 file in Audacity and save it as a .wav file. Then just send an email to your phone number (1+yournumber@tmomail.net, e.g., --if you've got t-mobile) with the .wav file as an attachment.
When you receive the email message, open it and wait for the .wav file to play. Then you have the option of storing it as a ringtone.
The program is also great for editing and cleaning up sound/music files.
