cannot download pictures

I have AT&T service. I bought a unlocked RazorV3 that was used for suncoast.com service. I can receive & send text with no problem but I cannot down load pictures or acsess the web.Tried setting it up cant find any instructions. Do I need to reflash if so does anyone no where I can get flash for AT&T Thanks for your help
