All i get is insert sim.Anyone Help?

I received a cingular razor v3 from someone and i have tmobile i have a unlock code,but when i insert my sim it says insert sim.All i can do is call 911.Any suggestions on what is up with this phone and how i can fix it so i can unlock and use it.Thank you to anyone who can help.
